Glossary



The following glossary of terms contains only my own definitions, unless otherwise cited, in which case the source will be given. These may or may not match exactly how others define these terms, but I have found these definitions make the most sense to me.

Block: Your automated SPL system has detected a possible match, and blocked your business partner or document until it can be reviewed

BP: A business partner (i.e. a Customer, or vendor)

CBP: US Customs and Border Protection (www.cbp.gov)

Debarred: A debarred entity is forbidden from certain transactions, i.e. with the GSA, World Bank, or State Department. The debarment is often temporary

Denied Party: An entity that you may not do business with. These are typically Sanctioned Parties

Document: A transaction document in your ERP system (i.e. SAP) such as an order, delivery or PO

False Positive: The system flagged the business partner as a potential match with a listed party, but upon review it is not the same entity (the names were just close enough to trigger a “hit”)

FTA: Free Trade Agreement (i.e. NAFTA)

FTZ: Foreign Trade Zone. "Located in or near CBP ports of entry, they are the United States' version of what are known internationally as free-trade zones." (From: https://www.cbp.gov/border-security/ports-entry/cargo-security/cargo-control/foreign-trade-zones/about)

GSA: General Services Administration. This US Government agency governs sales to the Federal Government. They list entities that are debarred, and forbidden from transacting with the US Government (http://www.gsa.gov/)

GTS: SAP Global Trade Services module (http://go.sap.com/canada/product/analytics/global-trade-management.html)

Hit: The system found that the business partner being reviewed was close enough to a listed entity that it has blocked them pending user review

Match: The same as Hit

NAFTA: The North American Free Trade Agreement (https://www.nafta-sec-alena.org/Home/Welcome)

OFAC: The US agency responsible for most listings of sanctioned parties "The Office of Foreign Assets Control (OFAC) of the US Department of the Treasury administers and enforces economic and trade sanctions" (From: https://www.treasury.gov/about/organizational-structure/offices/Pages/Office-of-Foreign-Assets-Control.aspx)

Release: A user has released the partner or document after confirming they are either a False Positive or that the list is not binding

Restricted Party: An entity that has been listed by a government agency, and as a result certain transactions with them may be forbidden or require a license. For example, the Department of Commerce lists entities that require export licenses to do business with them

Sanctioned Party: An entity that has been sanctioned by a government agency (i.e. the UN Security Council or the US Department of Treasury) often for political or security related issues. Transactions with these entities are typically forbidden for businesses subject to the listing agency

SPL: Sanctioned Party List. Also referred to as Restricted Party List or Denied Party List (DPL), though they are not truly synonyms

TPP: The Trans-Pacific Partnership (https://ustr.gov/tpp/)

True Positive: The business partner that was blocked is in fact an actual entity on a SPL list (as opposed to a False Positive).

UNSC: The United Nations Security Council (http://www.un.org/en/sc/)
